The so called "new" rule pertains to people who transport for money. This affects people mostly in the horse transportation industry as it was not regulated strictly and these people often transported numerous horses.
Speaking to a DMV official in PA, I was told at the moment it was not their intent to enforce any "new" rules. However, he did recommend that single car trailers be well marked that they are "not for hire". He also warned that transporting multiple cars could be considered "for hire transport" if you couldn't prove ownership of cars. Could be a problem as cars are not titled.
Another way this could impact our sport is if they (DMV) deem us as transporting our cars to make money (For example payouts).
