I've taken a backseat to weighing in on SJDR as often as I used to, but the answer to your question is rather simple. The Central New York Speedway project is about as typical, predictable and redundant as every other thing that involves NY politics. The great state of NY collected all the tax, permit fees, govt approved engineering political palm grease and then continually moving the regulatory goal posts to blow up the budget and bleed even more money for even more predatorial regulatory measures which are mostly all about sources of revenue than anything else that makes sense to move forward and complete the project. You can bet there will be way to jam a toll booth or some other revenue sources in before it gets completed, if it ever does get completed. Far more people are migrating out of NY than moving in.
