I would think building a street-legal modified would fall into the same catagory of a kit car or street rod. People build street rods from a mixture of used frames, bodies and parts. Some do cars with reproduction frames and bodies. In either case there are no VIN numbers and a new VIN must be issued by the state. I would advise reviewing your state's inspection rules as a guideline when building the car. I have seen street-legal modifieds, sprint cars, dune buggies and other novelty vehicles so it can be done, just have to follow the right procedures regarding inspection, VIN tagging and insurance. |

I would think insurance would be a bit of a problem. |
